1992
Foundation of the HOU: Article 27 of Act 2083/92 

1995
International meeting for the HOU – A preparatory committee is constituted.
Founding article is modified – Members of Board of Directors are appointed (November 1995) 

1996
Detailed compilation of the act by the Board of Directors 
Government finances the HOU
Temporary transfer of small number of teachers to the HOU’s Administrative Services 
The HOU’s infrastructure projects start at its Headquarters. 
Teaching material is created for the two first pilot modular courses: "Open and Distance Education" and "Master in Teaching English as a Foreign Language"

1997
The HOU is financed by the Operational Programme for Education and Initial Vocational Training (O.P. "Education")
Research Committee is constituted for the Programs’ transaction. 
Teaching material is completed for first two modular courses 
Academic staff is appointed for the first two modular courses.
Ministry of Education modifies HOU’s bill of law, which is later voted in Parliament (Act 2552/97). 
All technical projects completed, the HOU is established in a central building in Patras. 
Administrative Services - Laboratory of Educational Material and Methodology - "Distance" Library.


1998
Two first modular courses commence

1999
One of HOU’s pilot programs is completed (Open and Distance Education). 
First Postgraduate Degree Graduates. 
Infrastructure and all necessary projects completed (e.g. Academic staff assigned, Confirmation of lecture halls, building infrastructure doubled, electronic system developed for the enrolment of distant applicants). 
5 degree level courses, 3 training courses and 9 postgraduate courses are offered to 5000 students. 
First 15 members of Academic Research Staff appointed
First Administrative Employees appointed. 
First publications for the HOU’s modular courses.

2000
The operation and development of the HOU is financed by the Operational Programme for Education and Initial Vocational Training (O.P. "Education").
A new postgraduate modular course "Environmental Design of Cities and Building" is offered
The five first Administrative Employees are employed through the ASEP
