The Vice-Rector for Infrastructure and Finance is responsible for submitting matters within his remit to the Rector, the Administrative Council, and the Senate. He is charged with managing and optimally utilizing the Institution’s financial resources.
In collaboration with the Rector and the Executive Director, he prepares and oversees the implementation of the Institution’s budget (comprising the operating budget, the public investments budget, the National Development Program budget, and own-resources budget, as well as any subsequent revisions). This budget is submitted by the Rector for approval to the Administrative Council. He also prepares, together with the Rector and the Executive Director, the Institution’s final financial statement, which the Rector likewise submits to the Administrative Council for ratification.
He works with the Rector and the Executive Director to draft the annual plan and report for the utilization of the University’s assets and bequests. Additionally, he proposes and supervises all issues related to the planning and construction of buildings, infrastructure networks, lecture halls, equipment, and the associated technical works and studies. He also proposes and oversees matters concerning the security, fire safety, and cleanliness of university premises.
He supervises the organization and operation of all technical services, including IT services, electronic communications governance, networks, multimedia production, and printing, within the scope of these services, excluding matters related to staff’s service status or academic standing. He recommends measures to ensure equal access for members of the academic community (teaching, research, administrative and other staff, and students) with disabilities or special needs to all University facilities and activities.
Furthermore, he proposes and oversees every issue directly or indirectly connected with the Quality Management Systems (ISO) of the Hellenic Open University, including their updating, continuous improvement, effective implementation, performance monitoring, and reviews, as well as communication with public or municipal authorities and other entities. Finally, he establishes committees to study or handle any matters falling within his areas of responsibility.
