O Σωτήρης Λυκουργιώτης είναι Πολιτικός Μηχανικός με μεταπτυχιακό δίπλωμα και Διδάκτορας στους τομείς της γεωγραφίας και του περιβάλλοντος. Έλαβε το δίπλωμα του από το Τμήμα Πολιτικών Μηχανικών του Πανεπιστημίου Πατρών (2007), το Μεταπτυχιακό του δίπλωμα από το ίδιο τμήμα (2009) και το διδακτορικό του από την Σχολή Θετικών Επιστημών και Τεχνολογίας του Ελληνικού Ανοικτού Πανεπιστημίου (2020). Έχει πάνω από 60 επιστημονικές δημοσιεύσεις σε διεθνή περιοδικά, συνέδρια και κεφάλαια βιβλίων. Έχει συμμετάσχει ως ερευνητές σε πάνω από 10 ερευνητικά προγράμματα. Έχει διδάξει για 13 χρόνια στο Τμήμα Πολιτικών Μηχανικών του Πανεπιστημίου Πελοποννήσου. Τα κύρια ερευνητικά του ενδιαφέρονται εστιάζονται στους τομείς των γεωγραφικών συστημάτων πληροφοριών (GIS), της γεωδαισίας – γεωγραφίας, των φυσικών καταστροφών, της κλιματικής αλλαγής, του περιβάλλοντος, της πράσινης ενέργειας και των βιοκαυσίμων. Είναι κριτής επιστημονικών περιοδικών και μέλος της οργανωτικής επιτροπής συνεδρίων. Έχει επιβλέψει πάνω από 40 διπλωματικές εργασίες. Είναι συγγραφές 4 βιβλίων.
